LAWS REGARDING FIREWORKS :
A few facts:-

Unless special Council authorisation has been applied for and granted, there are only 11 days annually when residents are allowed to “light or ignite” fireworks. Guy Fawkes and Divali are such days. (R 500 fine on other days).

… Except for New Year’s Eve, the only permissible time period for igniting fireworks on these days is between 19h00 and 22h00 (7 to 10 pm). (R 500 fine at any other time).

No person may light or ignite fireworks in any place where animals are present (R 1 000 fine). This includes domestic homes.

No person may allow any minor (child) under his or her control to “use, light or ignite” fireworks (R 1 500 fine). No exceptions to this rule.

No person may use fireworks on any agricultural holding or at any school or senior citizens’ residence without special Council authorisation ( R 1 000 to R 1 500 fine). This authorisation must be sought well in advance of intended day.

No person can use fireworks within 500 metres of any petrol depot or petrol station without special Council authorisation ( R 1 500 fine).

No person or organisation can “present a fireworks display” unless formally authorised to do so by the Council (at least 14 days’ notice before the display is required by Council to consider such an application). Authorisation is also required from the Civil Aviation Authority and the Chief Inspector of Explosives. (Multiple fines of R 1 500 are applicable).

At such a display (should permission be granted) a pyrotechnist and SA Police Services explosives expert must be present at all times. (R 1 500 fines).

No person may deal in fireworks (sell or make available) unless they hold a fireworks licence in terms of the Explosives Act as well as the written authority of the Chief Fire Officer.(R 1 500 fine).

Vrou beroof en aan boom vasgemaak (Beeld – Riata Nel)

’n Vrou van in die 20 is gister op slinkse wyse deur rowers uitoorlê, beroof en aan ’n boom in een van Sasolburg se groen stroke vasgebind.

“Sy het geld by ’n kitsbank getrek toe sy ’n rol geld (banknote) op die grond sien lê het. Sy het dit opgetel en is deur ’n man en ’n vrou genader wat voorgestel het dat hulle die geld deel,” het kapt. Harry Nagel, provinsiale woordvoerder in die Vrystaat, gister aan Beeld gesê.

Sy moes saam met die paartjie na hul huis stap. Hulle het kortpad deur die groen strook by die Checkers-dammetjie gevat, waar die vrou oorval is. ’n Groen strook is ’n kortpad tussen huise, lê agter die huise en het ’n sementstrook vir fietsryers en voetgangers.

“Sy is op die mond geslaan en aan die boom vasgebind. Die rowers het met haar geld gevlug.”

“Sy is reg agter my huis in die groen strook aan ’n boom vasgebind,” het mev. Charmaine le Roux, wat in Oosthuizenstraat woon, gesê.

’n Man het die vrou se gille gehoor. “Hy het hier om hulp kom aanklop en ’n skêr of mes gevra om die vrou mee los te sny.”

“Die vrou se gesig was stukkend geslaan en haar mond was opgeswel. Ons het die
polisie gekontak.”

Die aanvallers het in ’n blou Toyota Tazz gevlug.

Die polisie ondersoek die saak.

BANKS ISSUES WARNING ON PROPERTY RESCUE SCAMS

Home owners are urged to be wary of scams doing the rounds promising home loans’ repayment bail-outs, says the South African Banking Risk Information Centre (SABRIC) (today, 19 September 2010). SABRIC CEO, Mrs Kalyani Pillay, explains: “The banks are concerned about the relentless offers doing the rounds that are made to home owners which claim to be solutions for the challenges that they may be experiencing in honouring their home loans’ repayments.

These offers are, in actual fact, calculated scams that may result in homeowners losing their properties. We appeal to all home loan account holders to discuss repayment options with their banks in the case of distress, rather than being tempted by these offers that are generally scams”.

According to SABRIC, there are numerous variations to the property rescue scams and the scams are not a new phenomenon internationally. The basic modus operandi of the property rescue scams is centred on the dire circumstances of a home loan account holder, such as when the account holder is faced with the possibility of losing their property as a result of defaults in home loans repayments. Perpetrators of these scams generally present themselves as legitimate businesses or consultants, often with listed telephone details and websites.

They advertise their services through newspapers and outdoor signage, and they also use court foreclosure notices in newspapers to source details of their victims. Pillay concludes: “The reality is that in their various guises, property rescue scams inevitably results in the homeowner that decide to take up these offers being even more indebted or losing their home. It is for this reason that bank clients are urged to be wary of any easy solutions to their circumstances proposed by other third parties, and to rather rely on their financial institutions for advice”.

R30 000 vir Inligting oor Rekenaardiewe

‘n Beloning van R30 000 word aangebied vir enigeen wat die polisie met inligting kan help om die skuldiges wat verskeie skole in Zamdela besteel het, vas te trek.

Op 5 Julie het diewe 30 rekenaars en ‘n projektor by HS Iketsetseng in Zamdela gesteel.

Slegs 6 dae later, op 11 Junie, is 39 Rekenaars en 2 projektors by HS Nkgopoleng gesteel en op 2 Augustus is 12 rekenaars, 9 Platskerms en 2 Skoot rekenaars by LS Isaac Mhlambi gesteel.

Dit is ‘n finansiele terugslag vir al die Skole en dit gaan derduisende rand kos om te vervang.

Program aangebied oor Dwelms

Die AGS Sasolburg Suid (Nuwe Lewe Tabernakel) bied op 10 September vanaf 09:00 tot 13:00 ‘n program met die titel “Word toegerus om jou plek in te neem teenoor dwelm misbruik” aan.

Die program handel oor hoe om die gemeenskap, veral ouers en opvoeders te bemagtig om dwelmmiddels korrek te indentifiseer en ook wat om te doen indien ‘n verslaafde, eks verslaafde of geliefde verdere hulp benodig.

Die Program bestaan verder ook uit verhale van hoop wat deur eks-verslaafdes en geliefdes van voormalige verslaafdes vertel sal word.

Dwelmverwante inligting soos die effek wat spesifieke dwelms op ‘n mens het en hoe dit lyk, gaan deur Johan Nothnagel verskaf word.

Handige inligting oor nasorgprogramme sal ook deur Tough Love, die AA en ander soortgelyke instansies gegee word.

Elke ouer, onderwyser of voog word hartlik uitgenooi want hierdie is een van daardie “moet hoor” geleenthede.

Crackdown on child maintenance defaulters

The department of justice in Western Cape is prepared to drag maintenance defaulters from their cars at roadblocks to get them to pay for the upkeep of their children.

Roadblocks are planned for next week. Hishaam Mohamed, the department’s regional head, named and shamed the top defaulters in the province. Launching the department’s turn-around strategy, dubbed Operation Isondlo, Mohamed yesterday released more than 250 names of child maintenance defaulters for whom warrants of arrest had been issued. These include 50 people who owe more than R2-million in total – two of them are women and 29 are from Mitchells Plain, on the Cape Flats. “Our operation … this year once again aims to yield greater success to ensure that children are not left destitute and in poverty.

“In releasing the names of the untraced alleged maintenance defaulters [the department] calls on the public to notify the department and police of the whereabouts of these alleged defaulters.” Mohamed said the department will also trace maintenance beneficiaries and educate women about domestic violence. More than 160000 maintenance files are being dealt with in the province’s 55 courts. Of these, 84000 maintenance beneficiaries are paid out monthly, a total of R18.9-million, in the local courts. But, as of June 30, more than 150 beneficiaries could not be traced and their money has been accumulating in trust accounts.

The department has managed to trace only 35 of these beneficiaries in the past two months. Mohamed said the department also planned to use the voters’ roll from the Independent Electoral Commission to check beneficiaries’ new addresses.

Common myths about crime in SA (News24)

When the SA Police Service reports its annual crime statistics this month, South Africans will continue their debate about crime in their beloved country. This is an important conversation, but it is sometimes undermined by mistaken beliefs. Our research at the Institute for Security Studies has identified a number of common mistakes the public
often make when they think about crime.

Violent crime is increasing in South Africa

This is simply not true. The statistics from 2009/10 suggest that violent crime is levelling out or decreasing. The one category of crime that has increased since 2003/4 is commercial crime, also known as white-collar crime.

South Africa has the highest crime or murder rate in the world

South Africa is the only country in Africa that provides annual up-to-date statistics, so we don’t have an accurate comparison with the rest of the continent. We actually only compare our crime rate to less than half of the countries in the world, most of them developed western nations with greater prosperity and a more established data collection systems.

Crime is the most common cause of death or injury

The reality is that disease and vehicle and other accidents kill and hurt far more people than crime does.

Poverty causes crime

High levels of inequality, such as those in South Africa, are more closely related to murder than poverty.

Women and girls are more likely than men to be victims of crime

Again, this is not true. Young black men are more likely to be crime victims, particularly victims of murder as was demonstrated in paper by Kopano Ratele, presented at the ISS’s international conference on crime in December 2010.

The police can prevent all sorts of crime

In fact the police can do very little to prevent many types of crime, including murder, assault, domestic violence, rape and burglary. The police do have an important role in the investigation of such crimes and ensuring that they reach court, but the actual causes of these crimes are societal and require social solutions.

Poor townships and informal settlements are dangerous

The evidence, cited by Michael O’Donovan, in a paper published recently by the ISS is that poorer areas generally have lower rates of reported property and violent crime than more affluent areas. His research also showed that it is the location of poor and rich areas in proximity to one another that influences levels of crime.

Nationally and internationally, it has been found that inequality contributes to high rates of crime, especially murder. Inequality also reduces the development of social capital. Quite simply, social capital is about shared interests and values.

O’Donovan shows that while inequality within an area does not contribute to crime levels, inequality between areas does do so significantly. In other words, when people with different or highly unequal levels of income live in the same place there is less likelihood of a high rate of violent and property crime, than if you have two communities situated close to one another with vastly different income levels. Throw in the fact that the differences between the two communities are likely to be differences of race or ethnicity as well
as class, and you have a situation in which building social capital – or shared interests – is close to impossible.

Changing this means changing the way in which cities and towns are settled so that rich and poor live close to one another in the same areas.

The Institute for Security Studies and its Crime and Justice Programme has looked
at reasons why some of these crime myths and misperceptions are so hard to change.

We don’t get enough information

The SA Police Service is good at releasing annual statistics, but once a year is not enough. More regular releases of information and figures about crime would be helpful in preventing people from relying on the media and gossip for their information and analysis of crime.

The media paints a skewed picture of crime

We recognise that in journalism it is bad news that makes a good story. But the public need to be aware that newspapers and television news will tend to focus on the worst incidents. This creates the impression that they happen more often than they do. For example, most media reports of house robberies involve a rape, murder or serious injury. In reality, only about 2% of house robberies result in a murder, 4% in a rape and 12% in an injury.

Crime and police programmes on TV present an unrealistic picture of policing

The real world of crime and policing in South Africa is very different to what people see on CSI.

2.b Sleutels word nooit in deure gelos nie, hang die sleutels buite bereik van deure en vensters.

3. Jong kinders moet nie die telefoon antwoord nie, want hulle is te jonk en kan mislei word om inligting uit te gee.

4. Tieners wat smiddae alleen na skool by die huis is , moet in die gewoonte kom om deure toe te hou, veral as daar gefliek word of harde musiek gespeel word, want die kind sal nie eens bewus wees daarvan as misdadigers ingekom het nie.

5. Tieners wat in die publiek moet rondbeweeg of stap moet altyd paraat wees. Hier volg n paar vrae wat tieners as standaard moet toepas: – wie loop agter my? – daar kom n groep mans wat my ongemaklik laat voel – daardie persoon lyk verdag – dis te donker om nou na my vriend toe te stap – het my selfoon krag om huistoe te bel ingeval van nood – moenie my ipod/mp3/selfoon/geld in die publiek wys nie – gebruik selfoon op veilige plekke – moenie my ipod/mp3 speler so hard speel dat ek niks kan hoor nie – hoekom kyk daai ouens my uit? – ek beter aan die anderkant van die pad stap – die straat lyk te donker – wie’s daai vreemdeling in ons straat?

6. Tiener dogters, moet veral paraat wees en bewus gemaak word daarvan dat misdadigers veral vrouens as sagte teikens sien. – dogters moet veral paraat wees soos hierbo in punt 5 beskryf – jonger dogters word nie deur ooms, oupa’s of mansvriende gebabysit nie – dogters is teikens veral vir seks misdadigers – dogters stap nooit na donker iewers heen nie – dogters moet bewus wees daarvan dat hoë hakke en/of kort rompe of kort toppies en baie lae broeke uitloklik kan wees vir seks misdadigers en dronk mans – dogters dra nie hoë hakke as hulle ver moet stap nie, dan het hulle geen kans om weg te hardloop in n nood situasie – dogters/alle tieners moet verkieslik per motor deur ouers afgelaai en gaan haal word, moenie te lui wees om jou tieners te vervoer vir sosiale geleenthede nie, hulle het die reg om sosiaal te verkeer – ouer tiener dogters moet peper sproei in hulle handsakkies dra of verkieslik in hulle hand vashou as hulle alleen iewers moet stap

MEDIA STATEMENT FROM THE OFFICE OF THE STATION COMMANDER, BRIGADIER THEMBA DENGE

ELDERLY PEOPLE TARGETED BY SCAM ARTISTS

The Vanderbijlpark SAPS is investigating several cases of fraud linked to a group of scam artists operating in the Vanderbijlpark area.
What is of grave concern to us is the fact that our elderly citizens are specifically targeted by these criminals.

It is alleged that the suspects (group of two white males and one african male) approached
the victims at shopping complexes and in our CBD and claimed to be promoting a
competition in which they can double the victim’s money.  A set of cards was then
produced and the victims were then asked to pick one.  After choosing a card the victims
were congratulated and then told that they need to go and draw a certain amount of
money from their bank account which will then be doubled by the so-called promoters.

The suspects then accompanied the victims for the withdrawal of money, in one case an amount of R90 000-00 was obtained from the victim, but the amounts requested can differ.  The suspects then took the money with the promise of bringing back double the amount to the victim.  Neither the suspects nor the money was ever seen again and the victims reported the incidents to the SAPS.

This growing scam is affecting more and more of our elderly people and we wish to warn them against this trend.  These criminals are well spoken, neatly dressed and very convincing.  We are further more appealing to our community to come forward if theyhave fallen victim to this scam.  W/O Gary Barnard are requesting victims to contact him between 08:00 and 09:00 on (016) 910 9028.

Three (3) suspects were arrested this morning with their vehicle White Old Shape Jetta REG: LZR722GP. We would like to thank members of the Community for working together with the SAPS in spotting the suspicous vehicle.

Wanted – Bank Robber

Bank robber Bongani Moyo (29) has escaped from custody again. He was last seen
wearing dark coloured pants, navy blue in colour and a long-sleeve pullover with
small fine patterns almost resembling diamonds, dark blue in colour. He is
slender in build and approximately 1”65m tall. For any information about his

Brief Analysis:
There are no credible police or media reports that support the claims in the message. In fact, there is no evidence at all that such crimes are actually being committed. The warning is just a variation of a series of gang related urban legends that have no basis in fact.

The Firearm Registration
Centre at the Vanderbijlpark SAPS is urgently appealing to the community of Vanderbijlpark, Bophelong and Boipaitong to come and fetch their firearm licences.
This matter is becoming a crisis as about 4 000 licences haven’t been fetched by the licence holders even after they were phoned.

The following arrangements were made to accommodate the community:

  • Tomorrow (Saturday, 13 August 2011) the FRC at Vanderbijlpark SAPS will be open from 08:00 to 20:00 for this purpose.
  • From Monday, 15 August 2011 the office will be open from 07:30 to 20:00 each day till Friday, 19 August 2011.
  • The licence holder can send a family member, neighbour or friend to come and fetch the licence if he / she is unable to do so.

WE ARE APPEALING TO THE PUBLIC TO REGARD THIS E-MAIL AS MATTER OF URGENCY.  FIREARM LICENCES THAT HAVEN’T BEEN COLLECTED ON THE 19TH AUGUST 2011 WILL BE SEND BACK TO

Phishing attack and online fraud

There is an increase in the number of phishing attacks and online fraud. Vigilant users have sent through a number of e-mails highlighting these attempts. The company does try to block as many of these e-mails and sites as possible, however, at times, an e-mail does slip through. It is important to be able to identify these attacks when they do occur.

Phishing attacks use e-mail or malicious web sites to solicit personal, financial and PIN or password information. Attackers may send an e-mail seemingly from a reputable credit card company or financial institution that requests account information. This e-mail often suggests that there is a problem. When a user responds with the requested information, attackers can use it to gain access to the account.

Recent phishing attacks seem to be more sophisticated and
professional in nature. Better grammar is used, and the e-mails look more
authentic.  It can be very difficult to tell the fake from the real thing. Please remember to follow these very basic, yet very important rules to avoid being a victim of this type of attack:

1)            Your bank will NEVER ask you to verify any details online or via e-mail

2)            When visiting your banking site, always type the URL directly into the address bar. Never click on an e-mail link to direct you to your banking site.

Example 1 depicts a phishing e-mail from a South African
financial institution.  However, all banks including international banks have been a target of phishing attacks at some point in time.  The e-mail example
below shows the difference in the given URL compared to the fraud URL.

Example 2 portrays the unauthorised request for card verification.  Please be
vigilant when dealing with e-mail correspondence from a financial institution.
